Listed, hidden and sealed

The Bureau says

Forms are issued in three classes: those the Bureau lists, those it does not, and the one it keeps under seal.

In plain language

Certificates come in three classes.

  • Listed. Most of them. While you do not hold one, its title is shown at Inquiries in the room that issues it, and a few turn up on Your File as open leads. A listed certificate is the only kind a voucher can buy a hint for.
  • Not listed. Hidden certificates. Inquiries says only how many more the room issues that it does not list, and the Bureau does not discuss them. You find one by doing something nobody told you about. When you do, its form says Not listed.
  • Sealed. Each floor has one certificate that is listed nowhere at all: the floor's harder puzzle, which counts as a hearing on your Matter. Once earned, it is filed on the floor's journal page under Heard on this floor. Nothing at Inquiries mentions it, and no voucher buys a hint for it. See Hearings and rulings.

A few other certificates of particular note also arrive with a SEALED stamp on their slip. That is the Bureau making a fuss, not a fourth class.

Whatever the class, the journal shows only what you hold. What a room still issues is asked about in the room.
