Hearings and rulings
Matters are heard as and when the Bureau sees fit. The Bureau does not announce when it sees fit, or where.
Your Matter is pending, and it needs five hearings before the Bureau will rule on it. Your File shows how many you have, as five boxes under your Matter.
A hearing. Each floor hides one harder puzzle. Solving it counts as a hearing on your Matter, and earns a certificate that was listed nowhere until then. It is filed on that floor's journal page, under Heard on this floor.
A ruling. Five hearings earn a ruling. The ruling is "Deferred". It always is. You are then issued a new Matter, and the wait continues. Everything you hold is kept; the count toward the next ruling starts again, and a floor you have been heard on can be heard again under the new Matter.
That is all this page will say. Neither the Bureau nor this help will tell you how a hearing is held. Inquiries does not list the puzzle, and no voucher buys a hint for it. It is the one thing on each floor you are meant to work out for yourself.
