What this is
The Bureau of Pending Matters receives members of the public with business before it. Each is issued a number, which will not be called, and is invited to wait.
Authorized Loitering is a game about waiting in a government building where nobody is on duty. You are an Applicant. You took a number. While you wait, you wander the building and do things in its rooms: tap, hold, pick up, put down, sit still, leave and come back.
The Bureau writes all of it down. For a surprising number of the things you do, it issues you a certificate. It never says what for. At best you are shown a title, and working out what earns it is the game.
There is no last level. There are rooms on every floor, floors above and below the Lobby, a Matter of your own that is very slowly being heard, a rank that rises with your certificates, and a Registry where other Applicants are listed beside you. You never meet them, but you find signs that they were here.
It is free, it runs in a browser with nothing to install, and it is made for phones first. Ten minutes a day is plenty. A floor lasts about a week of short visits.
