Vouchers and Inquiries

The Bureau says

Applicants experiencing difficulty may present a voucher at Inquiries. Inquiries is staffed. By whom is not disclosed.

In plain language

Under every room is Inquiries. Open it to see the titles of the certificates that room lists and you do not hold yet, each with its kind. It also says how many more the room issues that it does not list. About those it says nothing further.

You are issued one hint voucher for every ten certificates you earn. A slip tells you when one arrives. Your File and Inquiries both show how many you have on hand.

At Inquiries, a voucher spent on a title buys, in turn:

  1. the hint: a line from the Bureau about that certificate;
  2. what is involved: a second voucher on the same title names the things it involves.

That is as far as one title can be hinted. What you have bought stays shown at Inquiries.

A voucher can only be spent on a listed certificate in the room you are in, that you do not hold yet. It cannot be spent on one that is not listed, on a floor's harder puzzle, or on a certificate that belongs to no floor. If a voucher cannot be spent, it is not taken.

Hints are written in the Bureau's voice. They do help. They are not in a hurry to.
