Shared goals and world certificates
The Bureau says
Certain certificates are issued in respect of the building as a whole, to whichever Applicant is responsible at the time, or to all of them at once.
In plain language
A few certificates belong to no floor. They are on the journal's Building page. None of them opens a door or counts toward a floor.
- World certificates are earned by what every Applicant in the building has done between them. Unusually for the Bureau, their terms are printed in full on that page. Each is issued again and again, so none is ever gone for good.
- Shared goals are counts the whole building works toward together, each with a target. When a target is reached, everybody who added to the count on the way is issued its certificate at once, the Bureau's Discord is told, and the next target begins.

Staff and accounts left out of the Registry do not take part in world certificates or shared goals.
These all count toward your rank and vouchers like any other certificate.
